BY SAM ALFAN.

Former county secretary Lilian Ndegwa who is facing fraud charges has been replaced by Robert Ayisi.

This is after Nairobi Governor Evans Kidero appointed Robert Ayisi as the County Secretary of the Nairobi County Government at the start of a reorganization process by the Governor.

The position was until then held in an acting capacity by Finance County Executive Committee Member Gregory Mwakanongo who has reverted back to his original posting.

In a letter copied to the Deputy Governor and seen by the Star on Monday, Kidero said Ayisi should be “accorded all the cooperation and necessary support” and is expected to take up the duty with immediate effect.

Prior to his appointment, Ayisi served as Health Chief Officer.

Finance executive Gregory Mwakanongo was acting County Secretary following Ndegwa’s suspension.

Ayisi served as Nairobi City Council’s Medical Health officer from 2009-2014 before being appointed Chief Officer, Health Service, in July 2014.

Lillian had a spat with Ayisi in September 2014, when she allegedly fired the county tendering committee headed by the Health chief officer.

Lillian Ndega and two employees were charged with defrauding the county of Sh17.9 million.

County Secretary Lilian Wanjiru Ndegwa, Ms Regina Chepkemoi and Ms Nancy Waithera were accused of stealing the money from the county’s imprests account held at Co-operative Bank’s City Hall Branch.

Ms Ndegwa, Ms Chepkemoi and Ms Waithera denied the charge before Milimani Senior Principal Magistrate Peter Ndegwa and were granted Sh2 million bail each.

The case will be mentioned on April 16 and the hearing is in June.
