Mandera businessman Abdisalam Afif Shueb suspected to facilitate terrorism activities in and out of the country by recruiting youths who later travel to Somalia at Milimani law courts where police were allowed to detain him for two days on January 20, 2015.

Anti-Terrorism Police Unit has been allowed to detain a Mandera businessman suspected of funding terrorism activities.

Nairobi magistrate Ben Nzakyo allowed ATPU to detain Abdisalam Afif Shueb for two days to conclude investigations.

According to ATPU, Abdisalam is one of the directors of Kabgal foundation based in Mandera County which is believed to facilitate terrorism activities in and out of the country by recruiting youths who later travel to Somalia.

In a sworn affidavit by one of the investigating officers Corporal Cyrus Ikade, the foundation is also believed to be receiving funds from persons believed to be Alshabaab sympathizers and uses it to run programs for joining terrorism.

Corporal Cyrus Ikade states that Abdisalam was arrested on Tuesday January 19 at Eastliegh mall and investigators required more time to complete investigations.

“From the time the suspect was arrested, the time within which to conduct in-depth investigations is not adequate and the investigation is complex in nature,” claimed Ikade in the court documents.

He said the Investigation required phone details and records from known telephone service providers that the suspect has been using in and out of the country.

ATPU wanted the court to remand the suspect at Muthaiga Police station for five days to enable them complete investigations.

However, Abdisalam’s lawyer opposed his client being detained for five days stating that Abdisalam was ready to cooperate with the police.

He said five days are long and if the court was inclined to detain him, he should be remanded for two days. He further said Abdisalam was willing to attend any police station that the investigators would want to.

Trial Magistrate Ben Nzakyo granted ATPU two days to detain the suspect.
